BILL TO ESTABLISH FEDERAL COLLEGE OF EDUCATION, IWO PASSES SECOND READING IN THE HOUSE OF REPRESENTATIVES
A bill for an Act to provide for the establishment of a Federal College of Education Iwo, Osun State, passed Second Reading in the House of Representatives on Thursday 14th November, 2019.
The Bill titled: “A Bill for an Act to Establish the Federal Colleges of Education Iwo, To Provide Full-time Courses of Teaching, Instruction and Training in Technology, Applied Science, Arts, Social Sciences, Humanities and Management; And to Provide for The Appointment of a Provost and The Officers of the College to Carry Out the Administration and The Discipline of Students of the College and Other Related Matters, 2019 (HB. 398)” is sponsored by Hon. Amobi Yinusa Akintola.

In his Lead Debate, Hon. Amobi Yinusa Akintola who represents Ayedire/Iwo/Ola-Oluwa Federal Constituency, pointed out that the establishment of the Institution would address the inadequacy in admission process in Osun State.
According to him, numerous admission seekers in the state especially Ayedire/Iwo/Ola-Oluwa Federal Constituency are yearning for tertiary education without adequate institution to cater for the increasing population. Noted that smooth passage of this Bill will help to address the problem being faced by admission seekers in the state, create jobs for the unemployed and boast the economic activities of Ayedire/Iwo/Olaoluwa Federal Constituency which is the proposed location of the College.
The parliamentarian justify his argument for choosing ”Iwo” as the propose location by pointing out all the Federal presence in term of Tertiary Institutions that are located in the three Senatorial District in Osun State.

His statement reads: ”Mr Speaker, Honourable Colleagues, in Osun State, we have a Federal Government owned University (Obafemi Awolowo University) situated at Ile-Ife in Osun East Senatorial District. We have Police College situated at Ila-Orangun in Osun Central Senatorial District. We have a Federal Polytechnic situated at Ede in Osun West Senatorial District but we do not have a Federal College of Education in our dear state’’.
”Mr Speaker, Honourable Colleagues, we all know that most of the states in this country have the presence of these Four important Federal presence’’.
”The University which concentrate among other things offering courses on academic and theoretical subjects and training of students in policy formulation; the Police College which concentrate among other things on planning, training and retraining of officers and men of the Force; the Polytechnic which concentrate among other things focus solely on applied skills, training of technologists, technicians and management skills and the College of Education which concentrate on nurturing teachers that will drive the development of knowledge in the society”.
”Mr Speaker, Honourable Colleagues, for equity and justice, Osun State deserve to have the presence of a Federal College of Education like other state, which should be sited at Iwo in Osun State”.

Amobi further argue it out that only ”Iwo Federal Constituency” that had been shortchanged as regard higher institution in Osun State.
”Mr Speaker, Honourable Colleagues, Osun State comprise of nine (9) Federal Constituencies, three(3) in each of the Senatorial District but eight(8) out of the nine Federal Constituencies have the presence of higher institutions which was either established by the Federal Government or by the state government”.
”It is only Iwo Federal Constituency that had been shortchanged as regard higher institution in the State”.
”Mr Speaker, Honourable Colleagues, Iwo which as the proposed location of the College is an ancient City, an hospitable and an all-inclusive kingdom, the Headquarters of Osun West Senatorial District and the Central Local Government Area of Ayedire/Iwo/Ola-Oluwa Federal Constituency with a huge population of 191,348 people and the most populous Local Government Area in Osun State by 2006 Population Census”.

”Mr Speaker, Honourable Colleagues, my analysis prove that Iwo Federal Constituency have been marginalized among all other Federal Constituencies in Osun State in term of Development”.
The parliamentarian display his awareness of the multiple numbers of Colleges of Education and other tertiary institutions in Nigeria with poor finance, questionable management and maintenance but the legislator pleaded to the Federal Government not to allow such challenges to stop the establishment of more Colleges of Education and other tertiary institutions as the Nation population increase daily through uncontrolled natality rate of the country’.
Hon. Amobi conclude his lead debate by urging his colleagues to support the Bill for second reading. The bill was voted on, adopted and pass to the House Committee on Tertiary Institutions and Services.”
