Hon Amobi Moves a Motion to Revitalise and Upgrade The Aquaculture Technology Centre, Oluponna

Earlier today November 13th, 2019, the honorable member representing Iwo Federal Constituency, Hon Amobi Yinusa, moved a motion for the revitalization of the Aquaculture Technology Center in Oluponna.

Hon. Amobi Yinusa called for the immediate intervention of the Ministry of works and other agencies to work on the roads that can give access to the Aquaculture Center in Oluponna.

While moving the motion, he said a sum of $1,000,000 has been spent for the construction of this project in 1989 by the Italian Government. After voted on the motion, Hon Gbajabiamila as the Speaker of the House ruled that the resolutions should be passed to the relevant ministry for implementation.

Hon Amobi said: “I Move a Motion On The Need To Revitalise And Upgrade The Aquaculture Technology Transfer Centre, Oluponna In Ayedire/Iwo/Ola-oluwa Federal Constituency, Osun State.”

“I made the House know that in 1989, the Italian Government supported the project by investing the sum of $ US 1million for the construction of a large fish hatchery to house several round fiber glass tanks and 10 raceway fiber glass tanks.”

Hon Amobi continues: “I call on the immediate intervention of the Federal Ministry of Works and Housing, the Federal Road Maintenance Agency (FERMA) and other relevant agencies to carry out rehabilitation work on the access roads leading to the Centre also urge the Federal Government to upgrade the Aquaculture Technology Transfer Centre to ”National Aquaculture Research and Development Institute”.”

“The motion was voted on and the Speaker of the House rules that the resolutions be passed on to the relevant ministry for implementation.”

MOTION ON THE NEED TO REVITALISE AND UPGRADE THE AQUACULTURE TECHNOLOGY TRANSFER CENTRE, OLUPONNA IN AYEDIRE/IWO/OLA-OLUWA FEDERAL CONSTITUENCY, OSUN STATE.

Hon Amobi Moves a Motion to Revitalise and Upgrade The Aquaculture Technology Centre, Oluponna

The House:

Recall that in 1979, Aquaculture Technology Transfer Centre was established by the Federal Government at Oluponna in Ayedire/Iwo/Ola-oluwa Federal Constituency Osun State as one of the model fish farms under the then Operation Feed The Nation Programme.

Notes that the project was established on a total land area covering 15 hectares with 8 hectares of water reservoir, 5 production and 6 nursery ponds of different sizes covering about 4 hectares.

Aware that in 1989, the Italian Government supported the project by investing the sum of $ US 1million for the construction of a large fish hatchery to house several round fiber glass tanks and 10 raceway fiber glass tanks. Demonstration hatcheries for poultry and fish were also established at the centre.

Also aware that normal activities were going on at the centre until 1992 when the centre’s activities started going down for no apparent reason;

Further aware that the report of Mr Jim Miller who was the FAO Technical Adviser Aquaculture and Inland Fisheries Project Evaluation in 2005 noted among other things that the Aquaculture Technology Transfer Centre, Oluponna had been abandoned and remain moribund since 1992;

Cognizant of the high level importation of fish into the country which is about 600,000 tons annually and the present administration’s efforts to diversify our economy from oil production to agriculture, mining and other non-oil revenue sources;

Convinced that there is a need to revamp the moribund centre which could serve as high quality fish fingerling production and training centre and help in creating employment in order to reduce the high rate of unemployment in the Federal Constituency.

Resolves to:

1. Urge the Federal Ministry of Agriculture and Rural Development to come up with comprehensive plans for the revitalization of the Aquaculture Technology Transfer Centre, Oluponna in Ayedire/Iwo/Ola–Oluwa Federal Constituency in Osun State;

2. Also urge the Federal Government to upgrade the Aquaculture Technology Transfer Centre to ”National Aquaculture Research and Development Institute”.

3. Further urge the Federal Ministry of Works and Housing, the Federal Road Maintenance Agency (FERMA) and other relevant agencies to carry out rehabilitation work on the access roads leading to the centre.

4. Mandates the Committees on Legislatives Compliance, Committee on Agricultural Colleges and Institutions and Committee on Works.
